Sally Dowling, MD
Dr. Sally Dowling is a family practice physician by training, and the Vice President of Medical Affairs at Atlantic General Hospital and Health System. Dr. Dowling has been a prominent member of the Eastern Shore medical community for more than 20 years, providing primary care to families in Sussex County since 1992. She has also been actively involved with AGH in a leadership capacity. Since 2012, she has been a member of the Atlantic General Hospital Corporation as well as a member of the Board’s Governance Committee.
Dr. Dowling oversees medical staff performance improvement activities, is the physician champion for practice transformation, and serves as an executive partner to create a coordinated care delivery system. She is certified as a physician executive by the American Association of Physician Leadership. Dr. Dowling cares for patients in her practice, located in Selbyville, Delaware.
Sandra Mancilla, MD
Dr. Sandra Mancilla joined Atlantic General Health System in 2022 to provide primary care to the residents of southeastern Sussex County. Dr. Mancilla has more than 14 years of clinical experience in community medicine and is fluent in both English and Spanish. She completed her residency and internship in family medicine at Saint Francis Healthcare in Wilmington, Delaware in addition to internships at General Military Hospital in Guadalajara, Mexico. Dr. Mancilla received her Doctor of Medicine from Universidad Autónoma de Guadalajara in Mexico. She is board certified in family medicine and is a member of the Delaware Academy of Family Physicians and the American Academy of Family Physicians. Kathleen Morris, DNP, FNP-C
Kathleen Morris, DNP, FNP-C, joined Atlantic General Health System in 2019 to provide primary care. For 11 years, Kathleen worked in Atlantic General Hospital’s medical/surgical and intensive care units where she provided patient care, and trained and supervised other nurses in her roles as charge nurse and preceptor. Kathleen earned her Bachelor of Science in Nursing from Wilmington University in 2014 and continued her studies with a master’s degree in leadership and education in nursing followed by her family nurse practitioner degree. Most recently, she earned a Doctor of Nursing Practice from Wilmington University. Kathleen is a member of the American Nurses Association and the Sigma Theta Tau International Honor Society of Nursing.
